Normally, a potential employer must seek approval from Human Resources and Skills Development Canada (HRSDC) to employ a temporary worker in Canada. Approval is granted if there is a labour shortage or skill shortage in that industry or no Canadian citizen or permanent resident is available for the job for another acceptable reason.
